Position Overview

We are seeking a detail-oriented, analytical Data Scientist II to support the Southwest Regional Maintenance Center (SWRMC) Engineering Department. This role is a Key Personnel position responsible for developing and implementing analytics applications to transform raw data into meaningful information for U.S. Navy fleet maintenance and readiness. The ideal candidate will apply data mining, data modeling, and machine learning techniques to extract and analyze information from large structured and unstructured datasets to support the Command's strategic decision-making and process improvement initiatives.

This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the Government Contracting Officer's Representative (COR). This is an in-person, on-site position.

Key Responsibilities

Develop and implement a set of techniques or analytics applications to transform raw data into meaningful information using data-oriented programming languages and visualization software.

Apply data mining, data modeling, natural language processing, and machine learning to extract and analyze information from large structured and unstructured datasets.

Visualize, interpret, and report data findings to senior leadership and Government requirements holders.

Create dynamic data reports and dashboards to track key performance indicators (KPIs) related to maintenance, repair, and assessment execution.

Support the Engineering Department's Chief Engineer (CHENG) with technical analysis of large data sets in support of Availability Work Certification and process improvements.

Assist in developing metrics, formatting data, and interpreting results for continuous process improvement.

Required Qualifications

Education: Bachelor's Degree in Data Science, Computer Science, Statistics, Mathematics, or a related technical field.

Experience: Minimum of 3 years of professional experience in data science, data analytics, or a related field.

Citizenship: U.S. Citizenship required.

Security Clearance: Active Secret (Tier 3) security clearance or ability to obtain interim T3 prior to onboarding.

Technical Skills: Proficiency in data-oriented programming languages (e.g., Python, R, SQL) and data visualization tools (e.g., Power BI, Tableau).

Knowledge: Familiarity with machine learning algorithms and statistical analysis methods.

Microsoft Office: Proficient in Word, Excel, PowerPoint, Outlook, Teams.

Language: Fluent in written and verbal English.

Additional Requirements

Must obtain legal entry authorization to Naval Base San Diego prior to commencing work.

Must be issued a Common Access Card (CAC).

Must comply with all DoD security regulations and safeguard Controlled Unclassified Information (CUI).

Must pass background checks and base access control registration.

Schedule & Work Conditions

Hours: Up to 40 hours per week, Monday-Friday, normal business hours, excluding Federal holidays.

Travel: CONUS and OCONUS travel may be required to support SWRMC missions.

Place of Performance: SWRMC, Naval Base San Diego, CA.
